How to personalize the the view of the window boxes in Outlook 200

I want to personalize the view of they boxes in my Outlook 2007 version.
I couldn't find the way to change the bars colors of the default window.

To change colors, open an office app - word, excel or an new mail message
and go to the office icon, then options in the lower right of the menu.
color scheme is the 4th item on the "Popular" page.
