How to prevent database users to extract tables, queries by import

As we know that we can stop users to modify table structure and queries by
setting the startup options and the setbypasskey property. However, it does
not prevent users to extracting the tables and queries by importing them to a
blank database. This poses a security problem. Can someone help me to solve
it? Thanks a million.

If security is the problem, then implementing user-level security is the
answer. Not just the password, but full security so that users can't access
tables or queries. Allow them to just see forms.
