How to select a layer and add just to that layer?

I have a drawing which has two layers only. I would like to select layer A
and every drawing object I put will be on that layer. I have also associated
layer A with Blue color and layer B with Black color.

Is it possible to use the drop down menu items to select this option?

I would like not to use VBA code. If necessary, I can.

If you go to View > Layer Properties... you'll see a column for "Active".
You can set this, and I believe that any new shapes that you draw will be
applied to this layer.
