How to set a an event based on day of the month in Project

Creating an annual HR calendar of events all based on Board of Directors
meetings. Meetings happen 1st Wednesday of their respective month. Trying
to figure out how to establish an event date not by calendar date or in
relation to other events, but specifically the first Wednesday of the month.
