How to set a MS Project task duration for specific times of day?

I need to set project MS Project task durations to show not just the date,
but broken down by specific times of day. Some tasks take 20 minutes, some
take 2 hours, and they must be done at specific times of day.

Try Tools/Options.../View tab and change the Date format to include a time.

FYI - entering a specific start does not set the start date/time but rather
sets a "start no earlier than" cutoff. You can use a "Must Start On"
constraint to force it to adhere to a specific time but this is usuaaly a
very bad idea. Project's job is to calculate for you the start and finish
date & times that will be possible to achieve given the nature of the work
and the assets available to do it with and not merely to document that start
and finish schedule that you would like, or even need, to achieve.
