how to setup web service reference in excel 2007 vba?

How can you add a web service refernce to vba in excel 2007 in order to
consume web services from vba?

In excel 2003 we use the Office Web Services Toolkit to accomplish this. I
can't seem to find any reference on the web to how to accomplish this in
excel 2007.
