HTML fragments in Email do not work

I have inserted HTML fragments in Publisher and they work fine when I
select web-page preview but they do not work when I send the same file
as an email message or select email preview. Why is this?

I'd like to have a comment submit form at the bottom of the news
letter. To that end, I inserted the following fragment:

Also, supposing this works, how do I create an action that will clear
the form w/ the reset button or will either email the results of the
form to my account.

A form requires a program to process it. Commonly FP server extensions on
the web server. Since an email doesn't reside on a server you have nothing
to process it when the submit button is clicked.
