Message format options are found at Tools | Options | Mail Format. (You can
also select Actions | New Mail Message Using and pick HTML.)
No, you can use whatever editor tickles your fancy to create stationery.
The file(s) just have to be stored at \Program Files\Common Files\Microsoft
Shared\Stationery in order for Microsoft Outlook 98 - 2003 to see/use them.
