Hyperlink field not using hyperlink base

(This is a different issue than another post with the same subject.)
I have a hyperlink field on a form, which the user points to a file on the
server. When the user right-clicks the field and selects Hyperlink > Edit
Hyperlink, the Current Folder is not the folder set in the hyperlink base.
How do I force that field to default to the hyperlink base?
