2 ways, both do the same thing, but using different techniques.
This is the way for 2003, but all the versions are kinda similar
Method 1 - hyperlink
Select the picture then follow this sequence ... (toolbar) Insert =>
Hyperlink => (category select) Existing File or Web Page => Enter or
navigate to the site
Method 2 - Action Settings
Select the picture, then Right click => Action Settings => (tab) Mouse
Click => Hyperlink to: => URL => Enter the web address
