Hyperlink Open with Wrong Program

I have created a hyperlink to a .doc, but Internet Explorer opens it. This
was tested on multiple systems. Do not beleve it is a file association
issue. It has been tested on systems in our company and from outside systems
connected to the internet.

IE by default will always open a Office document.
