hyperlink opens new page

In some cases my hyperlinks open an entire whole page and
in others they open a smaller window with the original
page still displayed. I want the entire window option in
all cases. What to do?

2 possibilities:

a)
In Frontpage: When opening the window that creates a
hyperlink click in "target frame" and select "New
window." (I don't know if the names are correct because
I'm using the German FP-version).

b)
In the Source code:
<a href=url.htm target=_blank> linktext </a>
