Hyperlinks on a single file webpage dont work

When I save the publisher as a single file webpage and open the file on
Internet Explorer, the links dont work. The link will always start with
c:\9890804\the current folder, or some other numbers. Even if I change the
folder location of the webpage file, same hyperlink file. I want it to work
that if I change folder, the root directory will also change automatically.

How can i change it the way hyperlinks work like if I publish it to the web?
Publishing to the web method however is too messy, too many files.

version of Publisher you are using, what web option settings you have set to
what, and what your publishing steps are. And indicate if you are using a
master page or not.
