I can receive e-mail but can't send

I can receive e-mail but can't send it with outlook XP.
I'm pretty sure all my settings are correct. I have a
feeling theres some kind of problem with my service
provider (Rogers). Any other rogers customers out there
with the same problem and know how to fix, please let me
know.
