I can't launch the VBA editor or record a Macro

Requested to Repost from "Win200 Gen"

(This is my workplace machine. I have no control over what is installed or
omitted.)

Specifically in Excel, when I click on "Tools | Macro | Visual Basic Editor"
the window opens then immediatly closes. When I try to record a macro I
get a message "Unable to Record".
I CAN NOT reproduce this: (I have no workbooks which contain macros anymore)
when I open a workbook which contains macros I get an error "Form20.dll not
found" even tho the file exists.

Is there a way to install Windows 2000, (or is it Office 2000? Excel reports
it is "Excel 97 SR-1") and omit the VBA feature? Can VBA be installed
seperatly?
