I can't send emails from Outlook at certain times

I use Outlook for my work email, but when I am at home in my office and
connected through Comcast cable I can't send messages, i can receive but not
send. When i take the same laptop down the street to my work location, it
sends fine through wireless, what is going on??

Set your Outlook email account to "My outgoing server (SMTP) requires
authentication". That should do it.
