Every time I want to save my file (world/Excel/...) on office 2007, a pop-up
window with question about "do you want to convert your file to an open
Office XLM-format?" comming up. But even I answer "NO", then next time when I
open the file
this question will come again!!!
How can I setup this permanently?

If you go into Word / Excel options, what is the default file save format
that is set for you?

So, do you want to save as the new format or the old format? My question is:
are you deliberately saving as older file formats and wish to turn off the
warning, or do you wish to save as the new format permanently which will
also turn off the warning?

I want save my files as older file formats (97-2003 world format) and
wish to turn off the warning "permanently".

specified in the TOOLS/OPTIONS,
however first save of the day when the file is opened I get the NAG

If you find the upgrade annoying, why did you upgrade your software?
Seriously, I'm curious.

I don't know of a way to turn it off, since it is the default for Office
2007, which you (or someone on your behalf) chose to install, and which
comes with a new file format! The saving back would be considered a feature
for backward compatibility (not a long-term configuration, I'd think), so
I'd not be surprised if you couldn't disable the occasional warning.

I'm sure it's annoying, but I suspect a software vendor would want to move
those who purchase new software to the newer file formats to benefit
completely from the upgrade. If it's only the first save of the day, I'd
find that way less annoying than being prompted every time in every
application.

That said, you might post to an Excel group to see if the folks there have
more ideas, or even hacks.
