I go into maintenance mode when trying to activate, why?

I am trying to register and activate my copy of office 2003.
However, I keep going into a maintenance screen that allows me only to
reinstall, repair, or uninstall the software.
I do not get to a screen where I can enter the Product Key i have received.
Help!!!
