I'm not sure if its possible, but I have a great home page designed, and I'd
like to convert it from jpeg to html. Can I do this?

Jpeg is an image. HTML is a language.

About the only thing you could do is to display that image
on webpage. The problem is that your jpg is a fixed image
size, and different people use different sized browser
windows. With an image made for an 800x600 viewport, the
client would be scrolling on a 640x480 window or the the
screen would not be filled on a 1024x768 system

Sounds like he got a mock-up from his web designer and wants to sidestep
development fees.

Then again, I'm cynical.
