I need the Outlook XP fax transport to fax my messages as HTML

I need the Outlook XP fax transport to fax my messages as HTML. Currently
they come in to my inbox as HTML messages, but when I forward them to a fax
number using the Outlook XP "fax mail transport" it converts them to plain
text before it sends them to the fax console, when this happens it is
impossible to read the resulting fax.

You left out the relevant information.
Outlook XP has no fax service. Which fax service are you using?
Faxes cannot be forwarded. What are you really doing?

I am using Microsoft Fax Console Version 5.1 (Build
2600.xpsp_sp2_gdr.050301-1519 : service pack 2).

First I installed the "Microsoft Shared Fax Driver" as a printer on my
system, then I installed the "Fax Mail Transport" (also Microsoft) as a
Outlook E-Mail account. This allows me to mail directly to a Fax number.
But when I do e-mail forward to a Fax number the message is converted ftom
HTML to plain text.

So you are forwarding an email, not a fax. You are using the Windows XP Fax
Service.
Then this is the expected behavior.
Neither Outlook nor the Fax service can render files.
If you expect to maintain formatting when you fax you must print to the Fax
Printer or send the file as an attachment, making sure the file type has a
printto verb defined for the operating system.
