I need to create a user without it being a windows user?

If I create a user for a subweb it creates a user for
windows.

2 questions.

1. Does the user use one of the windows licences?

2. If it does how can a user be created without being a
windows user?

one other question

If the user is a windows user do can they login to the
windows system?
