You can do this when the user uses a form to enter data. But as
others have pointed out you'd have to use a different approach if they
are entering data directly into the tables. You can also use email
to send the message.
There are two separate concepts here. The first is to figure out
what changes are being made. The second being the best method of
sending the emails.
