Is thier a way to limit public access to FP "images" folder with out affect
the links to them?
I noticed that most FP sites are make them available, but numerous other
sites restrict access to the directory while still displaying the graphic.

Not really.
But what I do is create a blank page
named index.htm in the images folder
and have it instantly redirect to the site
home page.
It stops people from opening
www.website.com/images
in folder view.

If people are hot linking to your images,
see if your host has a "Hot Link Preventer"

Mine does.

Or, if on the server the allowing of directory browsing is disallowed, you
don't even need the index page.

Would it work to locate the "images" folder in the "private" folder?

Here is a similar topic in FP help:

"Hide a web page"
If you do not want site visitors to see certain pages in a web, you can hide
these pages by placing them in the hidden folder _private, a folder that is
in every web site.

1.. In Folders view, select the pages you want to hide.
How?

Hold down CTRL, and click the pages you want to select.

2.. Drag the selected pages to the _private folder.
Microsoft FrontPage automatically updates any hyperlinks to and from these
pages to reflect their new location.

Tip

You can create subfolders in the _private folder to organize pages, because
subfolders in the _private folder are also inaccessible to Web browsers

No, that's not a good idea. The images may not show up on your site.

Ask your host to turn off directory browsing. It's normally default
setting, but some may not have it set that way.
