Importing and Address Book

My hard disk failed and was replaced. Prior to this
event, I stored address book and mail in a Local Settings
folder in my external disk. I need a step-by-step
procedure to get this information into my now bare new
Microsoft Outlook.

Then we would need a step-by-step of how you "stored" this file and in what
format, particularly since Outlook does not use an address book. Include
your Outlook version when you reply.

"Step by step" is impossible without knowing your version of Outlook.

The default location of the Personal Folders file that contains the Contacts
folder is %USERPROFILE%\Local Settings\Application Data\Microsoft\Outlook.
If you create a new PST, that's where it will go.

In addition to what I said, if your hard drive was replaced, your old
information is assuredly gone and you'll have to recreate it all, unless you
have your old hard drive still, can attach it to your PC, and still read it.
