In publisher 2002 how do I insert a picture into a text box

I am using the borders template to create a booklet and chosing the three
items with offset picture. The first box let me do it, but no others are
letting me, help...

You cannot insert an image into a text box.

In Publisher 2002 you can put a picture on top of the text box or behind the
text box. You can also fill the text box with a picture. To fill a text box
with a picture, right click on the Text Box and go to Format > Text Box >
Colors and Lines > Fill Color > Fill Effects > Picture Tab > Select Picture.
