How can I open up Publisher 2000 and Publisher 2003 in the Inches and not
centimetres?

In the control panel, Regional and Language Options, be certain you have English
(United States) selected. If you do click Customize, the very bottom option
(measurement system) can be changed to U. S.

Lynne,

Go to Tools -->Options. Under the General tab, there is
a line labeled Measurement Units. Click it to say Inches
instead of cm, or picas, or points.

'Inches' is only for backward countries like the US and even more backward
people.
