Incorrect numbering sequence in heading (Word 2007)

In the following excerpt, I have a heading 3 following a heading 2, and it
has the numbers the wrong way around! It should be 10.2.1, not 2.10.1

Can anyone help? I can't send the document out to my customers like this!
