Insert-picture-from file brings 'convert file'

Trying to simply insert a TIF file into a Word 2003 document. When we click
on the file it brings up "convert text" dialog box on one machine, but not
any of the tohers. The Word configuration looks correct. Ran repair,
reinstalled, uninstalled and reinstalled. Can't figure out why this one
installation brings up the convert text dialog box.

Any ideas?
