Insert pictures from the Internet

Right-click the image, copy, paste into Publisher. Or save the image and insert into
Publisher.
If your cache is full, you will not be able to copy from the Internet, in IE, tools,
Internet Options, delete files.

In addition to Mary's advice, you can also drag and drop pictures from your
Internet Explorer window into your Publisher publication. Also, many times,
(if you are running Internet Explorer 6) if you hover over an image, a smart
object/toolbar appears in the upper left corner of the picture with a save
option. You can save the picture to say, My Documents folder, then insert
the picture into your Publication from the My Documents folder.

Also, type Insert Picture in your Publisher help feature.
