insert webpage as message

I recently upgraded to Outlook 2003. Now I am having difficulties sending out my webpage newsletter. How can an .htm file be inserted as the message, not the attachment?

Easiest way is to open the .htm file, then use File | Send | Page by Email.

this doesn't work for me since I have not only outlook but also groupwise installed on my computer. Is there a way to do this solely in outlook and not involving anyother program whether it is frontpage or IE?
