I have a list of trivia questions ( alot of them )
listed line after line as this
Who is the drummer for Rush? - Neil Pert.
What is the average age of a 7th grader? - 12 years old.
this is how I want each line
,["Who is the drummer for Rush?","Neil Pert."]
,["What is the average age of a 7th grader?","12 years old."]

You already know how to do the middle (replace space hyphen space with
quote comma quote). The ends you can do all at once: replace each
paragraph mark (^p) with
"]^p,["
(That's quote bracket-close paragraph comma bracket-begin quote.)

You'll probably need to manually fix the beginning of the first line,
and maybe delete an extra bracket or two at the end of the last
paragraph, but that shouldn't take long.
