Install previously installed Office XP from old computer

I purchased and installed Microsoft Office XP for
Students and Teachers on an IBM Laptop Computer and now
the IBM is no longer used and I want to install the
product on a new Dell Inspiron which is currently used.
I attempted to notify Microsoft that I was no longer
using the computer and wanted to install it on the new
lap top but was informed that it was previously
registered on old computer. What is the proper legal
procedure to load the software on this new computer?

I am installing it on only one computer and evidently not
followed the Microsoft policies. Can you help me with
this installation on the new computer?
