installing office XP but won't let me due to a product compliance.

I am installing office Xp on my computer, but as the set up is occurring, it
stops and says it can't find a product compliance on any of my drives and
therefore ends the installation. what do I do? what do they mean by this?

If you are installing an upgrade version of Office XP, it is looking for
Office 97 or 2000, either installed on your hard drive or as a CD placed in
the drive when requested. If you do not have either of the 2 programs, you
cannot use the upgrade disk. You will need to purchase the full verison to
use without the qualifying product.
