Installing to all users

I have finally gotten Office 2003 to install under any user. But, it did not
install to the All Users which is where I wanted it and now when I open the
program, it goes into the setting up of the Email accounts, etc. How can I
merge the installation data or how do I get the program to install to "All
Users" instead of my personal user name?

I logged on as Administrator, as Current User, as All Users, etc. I have
tried everything, but each time when the program installs, it goes to All
Users and apparently it is a different place than my all users. I know this
has to be easier than this.
