Is it possible to control workspace creation?

I would like to control who can create workspace through the groove client?
Is there any way we can configure that using the Groove Manager?

You can not avoid a user to create a workspace but, with Groove manager, you
are able to define restrictions on Groove users the creator will be able to
invite in this workspace.... For example, you can restrict a user to work
only with other Groove users from the same Groove domain...
