Is Microsoft Project Manager User or Server Based?

I'm trying out Microsoft Office Project '03 and curious if it is a server
based program or do I need to set it up with specific users?

Yes, you can use MS Project 2003 Professional edition of the software along
with MS Project 2003 Server and MS Project web access
