I have a form that I want to put data on. I want to scan the form into word
and then merge data over it. Anyone know how to do that???

If it's just a one-off, scan it, import the graphic into Word, then use
textboxes to place your data.

If it's something you're going to use often, re-create it as a Word form.
Depending on complexity you might save time by scanning and using OCR (eg
Microsoft Imaging); but in the end it's usually easier to start from
scratch.

Table cells will work better than text boxes. Text boxes are not in the text
layer of the document and the merge is unlikely to see fields within them.

? is not likely to mean the use of mail merge?

All this time I thought that you enjoyed arguing and would argue about
