Not reliably. Not without purchasing addition software - and even that's
iffy at best.

The following will let you open and edit PDF files in Publisher:

(as JoAnn mentions, expect formatting loss)

That's the program I use. I'm glad I didn't spend big bucks for it but it's
not too shabby for .pdf to Word docs.
