OK, here's the procedure:

1. Find the name of the frame that displays the picture.
For example:
a. Select the entire inline frame.
b. Right-click the edge of the selection and choose
Inline Frame Properties.
c. Write down the contents of the Name box.

2. Assign a name to picture you want to replace. To do this:
a. Right-click the frame that displays the picture and choose
Open Page In New Window.
b. In the new editing window, select the picture you want to
replace.
c. Switch to Code View. The picture's <img> tag will be
selected.
d. If the <img> tag already contains a name= attribute,
write it down. Otherwise, add a name= attribute as shown
below.

3. Switch back to the editing window for the main page, right-
click anything within the inline frame that contains the
word of text, and choose Open Page In New Window.

4. Select the word of text and then switch to Code view. The
word of text will still be selected.

5. Surround the word of text with tags like these:

onmouseover="parent.frames.I2.img01.src='images/fancy.jpg';"
onmouseout="parent.frames.I2.img01.src='images/plain.jpg';"
Word-o-text</a>

where I2 is the name of the inline frame that displays the picture,
(as you discovered in step 1) and img01 is the name of the <img>
tag that displays the picture (which you assigned in step 2).

images/plain.jpg and images/fancy.jpg, of course, are the names
of the normal and enhanced picture files. Be sure to specify a
correct relative path from the page that contains <img> tag to
the folder that contains the picture files.
