Is there an arabic localized version or Office or is there only the language
packs? If there is a localized version, where can I purchase it?

I'll take that to mean that there is a fully localized version of Office.
Any idea where to purchase it? The problem with googling around is I know a
lot of people in the middle east use the english version of Office and I
can't be sure I'm purchasing the actual localized version.

Hello,

Go to your local version of Office Online and you will be able to purchase
an Arabic Language pack for Office 2007 (I am assuming this is the version of
Office that you use):
http://office.microsoft.com/en-us/suites/FX102113661033.aspx (for the US
market).

Language packs include the possibility of changing the language of the user
interface and of using the proofing tools (spellchecker, dictionary of
synonyms, grammar checker....) for that language (in your case, Arabic).

For more information, you can also read this post on our blog:

.... or this additional information:
http://office.microsoft.com/en-us/suites/HA102113691033.aspx

I hope it helps.

Best wishes,
