Is there any way to change a (picture) TIF to JPEG file?

I had a photographer take pictures of a house that I am advertising. I want
to order some nice glossy brochures. However, he gave me the CD file in TIF
and it obviously won't download on the internet to order my brochures. I
know how to resize photos however, is there any way to change a TIF photo
into a JPEG in Microsoft Office Picture Manager?

This is probably the wrong newsgroup for that question, but try doing a
"save as" and see if it gives you any options to save to gif. If not, locate
and download the excellent (and free) irfanview program to
convert/crop/adjust images.
