.jpg or jpeg converters

I have installed publisher 2000 on an XP machine. It
tells me it can't insert a picture because the converters
for that type are not installed. It says run setup
again. I have run it again several times and still can't
get the converters installed. Anyone else had any
problems or know the solution?
