justifying text

Using pub2003...I want to justify the text but not the last line, which gets stretched across the column.
How do I remedy this, please? Can you justify one paragraph full, another left, etc., in the same article?

Both are perfectly possible to do, all you have to do is divide your article
up into paragraphs.
You are currently using line breaks (Shift+Return) instead of paragraph
breaks (Return on its own), meaning that Publisher cannot apply paragraph
formatting to individual sections.
