Keeping a MAC address off the network

I've got a rogue computer on my network that causing problems. How can I
keep it off my network? Or, if I can't keep it off my network, can I make it
unusable?

I'm in Dallas, the computer in question is in London. No one there seems to
know where the computer is (physically), but I do have a MAC address. I'm
using Windows 2003 for both DHCP and DNS. If DHCP would allow me to NOT
assign an IP address to a given MAC address, I would be OK, but it doesn't.

I don't even know what OS this computer is running. I do know that its not
a member of my Active Directory domain.
