keyboard character problems in Word 2003

I have tried several Keyboard Language settings but cannot fix the problem.
When I type the Quote Character ( " ) it will not work unless I hit the Quote
key twice then I get the Quote Key twice on the screen.

What is the problem

You have enabled an international keyboard layout. Go to Windows Control
Panel | Keyboard and set the Input Locale back to English (United States).
