A simple question which I can't seem to resolve.

If I create a letterhead in Publisher 2003 can I use it without alteration
as a template in MSWord 2003 ?

If so, how would I do this, because Word does not give the option to open
..pub files.

You cannot. You can either:
a) Print your letterhead, then print your letter on top of it (two passes
through the printer), or have your letterhead commercially printed as headed
paper
b) Write your letters in Publisher
c) Convert your publication to a picture of some kind, and import it into
the header in Word

These are listed in order of preferability

If I use your your option b) would I have to open a textbox on the
letterhead page and then expand it to cover the available space or is there
another way of doing it.
I don't normally use Publisher and never up to now regarded it as a program
for writing letters. As Publisher and Word are both part of the Office
bundle wouldn't you think the filetypes would be interchangeable.

Yes, you would have to create a text box and resize it to cover the
available space.
I would suggest putting the letterhead in the Master Page, an empty text box
in the foreground and saving it as a template.

Neither would I. That is why Option (a) is preferable. Microsoft Word is
much more geared towards writing letters.
As Publisher and Word are both part of
the Office bundle wouldn't you think the filetypes would be
interchangeable.
No, I wouldn't. Have you ever tried opening an Excel file with Word? Or a
Word file with PowerPoint?
