Using a Publisher Template in Word - or equivalent ?

I've got my company letterhead created in Publisher and it is printed it off
to create a set of company-headed notepaper.

When I come to write a letter I enter the text into Word using a word
template for the correct margins, etc and then print onto the pre-printed
letterhead.

Increasingly I want to be able to create the same letter on the company
letterhead but print to pdf so I can send the letter as a file attach.

It seems a chore to do it all in Publisher and I don't seem to have an
option to create a Word template from Publisher

Can anyone tell me the best way to achieve it.

Current version of office is 07 but I also have 2010 beta

But don't quote me on that it's more years ago than I want to remember
