Level 1 Attachments Blocked?

I'm using Office XP 2002, and had the impression I could permit EXE
attachment. But reading the help file says they are permanently blocked.
I'm using a PST file with a number of EXE files stored in Emails -- is there
any way to access them?? (We are not using Exchange BTW).
