Licence keys for office 2007, one used then removed from the syste

Hi there, was wondering if anyone out there can give me the answer to this
question asap?
We are looking at buying a copy of the ms office 2007 home/student edition
with 3 licences but the people who are selling it had instaled it on their
system once but are saying they have now removed it from their system. My
question is, is the licence for the one they used then removed still valid
now they are not using it any more or is it as I am guessing that even though
they are now not using it it is still no longer available to use, so we would
efectivly be only getting 2 licences to use?

Thanks in advance for any answers to this question I look forward to
finding out the case instead of taking the sellers word for anything.

IIf its a retail version, which they have uninstalled, and provided you with
all certificates then you own it and can install it on 3 PC's
The license is for 3 concurrent working PC's not 3 installations.
