License deactivation

I'm an OEM system Builder. Recently we custom built a computer for a walkin
customer. They requested office small business 2003 with Business Contact
Manager. We built the system and contacted the customer . Much to our
suprise the customer changed their mind and decided at that point to cancel
their order. Anyway how do I deactivate office 2003 so I can Install it on
another computer later.

Just log in to access the groups. We are a small oem, and have never had
this problem. On any Office / Windows pre-installation we always are paid for
software at time of order so this does not happen. Also we fully explain what
oem means for our customer and to protect ourselves.

You don't. Once an OEM licence is activated, that's it; it's considered
spent and cannot be reused. You now have two choices - either swallow the
loss, or charge the customer for the wastage.
